The nobles of Lithuania did not cease to exist when the Kingdom of Lithuania was transformed into the Grand Duchy of Lithuania, nor in 1795, when Russia annexed the remaining lands of the Grand Duchy of Lithuania, nor in 1940, when the Republic of Lithuania was occupied. LBKS (the Royal Society of Lithuanian Nobles), as the lawful recipient of the patrimony bequeathed to them by their ancestors, joins the nobles of ancient Lithuania to their descendants in an organization of Lithuania's nobles.

GENERAL

  1. LBKS was revived on April 23, 1994, as the lawful successor, with all attendant rights and obligations, of Lietuvos Bajoru Draugija, active from 1928 to 1940.
  2. LBKS is an independent, fraternal organization.
  3. The activities of LBKS are governed by the Constitution of the Republic of Lithuania, the laws of Lithuania, and these By-Laws.
  4. LBKS has its own seal, flag, and other symbolic attributes.
  5. LBKS has a right to issue publications.
  6. The headquarters of LBKS are located in Vilnius, capital of Lithuania.

OBJECTIVES

  1. To restore the spirit of the ancient Lithuanians, to hold fast to our ethnic, national, and personal patrimony, and, as did our forebears, to treasure freedom and to defend Lithuania's independence.
  2. To safeguard and promulgate the historical traditions of Lithuania and the Grand Duchy of Lithuania; to collect documents about Lithuania, its history, culture, and its relations with other countries.
  3. To attempt to clarify the origins of Lithuania, its leading figures, the origins of the Kingdom of Lithuania, of the Duchies of Samogitia and Zemgalia, and their relations with the Grand Duchy of Lithuania and the lands of Kursia, Latgalia, Jotvingia, and Prussia.
  4. To publish works about Lithuanian heraldry, monographs about important Lithuanian historical figures, and to compile a genealogy of their descendants.

MEMBERSHIP

  1. Full Members of LBKS are all adult and legitimate nobles of the Kingdom of Lithuania and the Grand Duchy of Lithuania, together with their true mothers, sisters, lawful wifes, and daughters, as well as their descendants, irrespective of their current country of residence, who have documented their noble roots.
  2. Associate Members of LBKS are all citizens of Lithuania, who are still documenting their noble origins and wish to participate in LBKS activities.
  3. Supporting Members are all persons, irrespective of their ancestry, who support these By-laws and are active in the LBKS.
  4. Honorary Members may be citizens of Lithuania, or any other country, who have rendered extra-ordinary services on Lithuania's behalf.
  5. Only Full Members are eligible for election into the LBKS Senate, the Legitimization Council, or the Overseers Commission.
  6. Full Members and all other Members of LBKS must obey the Laws of the Republic of Lithuania and observe the By-Laws of LBKS.
  7. Full, Associate, Supporting, and Honorary Members have the right to vote at all Conventions of LBKS.
  8. Full, Associate, Supporting, and Honorary Members are obligated to pay their entrance and annual dues, which are determined by the Senate, which also has the right to decrease them or waive them altogether in particular cases.
  9. Full, Associate, Supporting, and Honorary Members may be expelled from LBKS if their actions contravene the Constitution of the Republic of Lithuania, other laws and statutes of Lithuania, or compromise LBKS.

GOVERNANCE

  1. Governance of LBKS: a) General Convention, b) Senate, c) Legitimization Council, d) Board of Overseers, e) Honor Tribunal.
  2. Regional Chapters.

CONVENTION

  1. The General Convention, meeting every two years, is the highest organ of LBKS.
  2. An Extraordinary Convention will be called at the request of 2/3 of the Senate or 1/3 of the total membership of LBKS.
  3. A Convention will be legitimate assembling no less than 2/3 of all delegates.
  4. The resolutions of a Convention will be decided by an open and simple majority vote.
  5. All changes to these By-Laws, General Rules, and Senate appeals will be confirmed through a 2/3 vote plurality.
  6. The Senate, Legitimization Council, Board of Overseers, and Treasurer are governed by the decisions of the General Convention.
  7. The General Convention appoints the Honor Tribunal and Honorary Members submitted to it by the Senate.
  8. The General Convention approves the budget.
  9. The General Convention decides all membership issues, such as new members, candidates, and the expulsion of members.

SENATE

  1. The Senate is the highest executive body between General Conventions. The Senate is comprised of full members, elected at the regional chapter. The number of delegates from each regional chapter will be decided by the Senate and will be a proportional quota of the total membership of LBKS.
  2. Decisions of the Senate are binding on all constituent bodies of LBKS.
  3. The Chancellor of LBKS will convene the Senate at least once every three months.The Senate elects the Chairman, two Vice-Chairmen, Chancellor, and Treasurer by a secret, simple majority vote.
  4. The Senate decides issues by an open, simple majority vote. Half of the Senate must be present to constitute a quorum.
  5. The Senate considers expulsion of members. The Convention confirms or rejects the Senate's proposals.
  6. The Senate confirms the Legitimization Council's rules and procedures.
  7. The Senate proposes Honorary Members to the Convention for confirmation.

LEGITIMIZATION COUNCIL

  1. Members of the Legitimization Council are elected by the regional chapters and are confirmed by the General Convention.
  2. The Legitimization Council confirms the regional chapter decisions regarding new members.
  3. The Legitimization Council confirms the rules and regulations of the regional Legitimization committees.
  4. The regional Legitimization committees elect chairpersons and secretaries at their first meeting.
  5. No less than five full members may organize a regional chapter.
  6. Regional chapters will abide by these By-Laws and the decisions of the Senate.
  7. The Senate may suspend the activities of a regional chapter until the next Convention, which will make the final decision.
  8. A regional chapter may be a juridical entity. Its Rules and By-Laws may not contravene those of LBKS.

BOARD OF OVERSEERS

  1. The Senate determines the size of and elects the Board of Overseers.
  2. The Board of Overseers is responsible only to the General Convention.

HONOR TRIBUNAL

The Honor Tribunal is elected and dismissed by the General Convention. Only Full Members are eligible.

FINANCES

LBKS will be financed by membership dues, gifts, lawfully acquired assets, and proceeds from publications.

LIQUIDATION

  1. LBKS may be liquidated by a vote at the General Convention, 2/3 of all delegates attending. The vote to liquidate must be carried by 4/5 majority. All matters pertaining to liquidation will be decided by the Liquidation Committee created by the General Convention.
  2. The assets of LBKS will be distributed in accordance with the laws governing liquidations.

These By-Laws became effective on April 23, 1994, at the Founding Convention in Vilnius, Lithuania.
